To significantly improve the condition of the roadway by means of selected pavement rehabilitation methods.  The installation of the storm sewer will lessen the frequency of flooding.  To expand the Jackson Pond detention basin to lessen the frequency of flooding. The flood control improvements are a portion of a larger project identified in the Sugar Creek Basin Flood Control Study.


This project consists of pavement improvements on South Michigan Avenue from Jackson Street to Madison Street and the installation of storm sewers.  Some selective water and sanitary system improvements are included. The project includes the expansion of the Jackson Pond detention basin.


The Village's pavement management program has determined that the condition of the street has deteriorated to the point that pavement rehabilitation is needed.  Sanitary sewer replacement will be determined by televising.   This project is to be partially funded by voter approved bond proceeds.  The storm sewer is proposed in the V3 Flood Control Study. The Jackson Pond expansion is proposed in the V3 Flood Control Study.

 September 15, 2017 Staff received a proposal to complete Phase II design engineering of Jackson Pond from V3. Staff plans to submit the agreement to the Board for consideration at the 09/25/2017 Board Meeting.
September 8, 2017  District 45 provided comments on the IGA for Jackson Pond. Staff found them to be mostly acceptable and hopes to have the final version completed soon.
 August 11, 2017 An IGA was submitted to District 45 to review for the proposed improvements.
 August 4, 2017 Staff reviewed pre-final Plans and Specs and returned them to the consultant.
 July 14, 2017 Staff is working to create an IGA with District 45 for the stormwater improvements associated with Jackson Pond.
 June 9, 2017 Consultant is working to complete Phase II Plans and Specs. A meeting with School District 45 Board is scheduled fro 06/19/2017.
 May 12, 2017 Staff met and discussed various options for the configuration of Jackson Pond and nearby recreational facilities. The consultant is making changes to the design to address staff's concerns.
April 21, 2017  Staff and the consultant are discussing various options to try and reduce the footprint of the pond and how those changes would effect cost.
April 14, 2017  A meeting to discuss the improvements with Jackson Middle School was held on 04/12/2017. Staff will present the conceptual plans to the School Board on 05/15/2017.
 April 7, 2017 A meeting to discuss the improvement with Jackson Middle School is scheduled for 04/12/2017.
 March 31, 2017 Consultant is working to prepare Phase II Plans and Specs.
 March 24, 2017 Staff provided comments on a preliminary set of Plans.
February 24, 2017  The Consultant is works to prepare Plans and Specs.
 February 17, 2017 The Village met with the consultant to discuss possible options for the outlet and overflow of Jackson Pond.
 February 10, 2017 The Village attended a meeting with School District 88 to try and gain support for the watershed plan, including Jackson Pond.
