Objective

To improve the area of the roadway by removing the existing deteriorated pavement and replacing it with new, structurally sound pavement. To reduce the frequency and severity of flooding and sewer backups by separating the existing combined sewer.

Description

This project consists of the reconstruction of selected areas on East Maple Ave, North Summit Ave, East Oak St, East Pine St, East Division St, and North Myrtle Ave within the Village of Villa Park.

This includes installation of new storm sewers, manholes, inlets and catch basins, Hot-Mix Asphalt (HMA) selective pavement improvements, selective drainage and utility improvements, pavement markings, erosion & sediment control, and restoration and other related and incidental work. This project will include approximately 5,670 linear feet of storm sewers. The combined length of road improvements is 8,077 feet. 

Justification

The Village's pavement management program has determined that the condition of these streets has deteriorated to the point that pavement rehabilitation is needed. This project is to be partially funded by voter approved bond proceeds.

public notice: IEPA Financial Assistance

The sanitary sewer separation and related work for the Maple ArIEPA Logoea Improvement Project were financed by the Water Pollution Control Loan Program (WPCLP) State Revolving Fund (SRF). The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency. This project includes areas throughout the Village of Villa Park. Once complete, it will improve water quality for area residents and businesses in Villa Park and the Salt Creek Watershed by reducing the inflow and infiltration (I/I) of both stormwater and debris into the sanitary sewer system, thus lessening both the frequency and severity of sewer surcharges and sewer backup. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.

June 10, 2022Construction continued this week. Removal and replacement of concrete throughout the project area is currently in progress, although these efforts are expected to be slowed and eventually halted as a result of the labor strike. Staff is providing notice to residents about the potential issues, and is also working with the contractor to make provisions to restore access and secure the construction area in the event that work may be delayed for extended periods.

May 13, 2022Construction continued this week with removal and replacement of concrete continuing on portions of Division, Summit, Myrtle, and Oak, and work taking place on the new storm sewer on Pine Street and on the west block of Maple Avenue.  The west block of Maple Avenue is expected to have a new “ribbon” curb installed as a part of the street improvements on that block.

Other streets on the project may be started before winter if time and weather permit.
September 3, 2021A construction contract has been executed. A proposed engineering services agreement with Hancock Engineering for Phase III construction engineering is being submitted for consideration at the September 13, 2021 Village Board meeting. Staff is working to coordinate the start of construction.

July 16, 2021The Village has accepted and returned a loan funding agreement for this project to the Illinois EPA. Staff is now working to execute construction contracts for this project.
July 9 ,2021The Village received a loan agreement from the Illinois EPA this week. The Village must accept and return the agreement to the IEPA, and upon full execution of the agreement by the IEPA the Village will be able to proceed with final construction contract award and prepare for the start of construction.
June 25, 2021Staff submitted the required bidding documentation to the Illinois EPA for review and approval, and is now in the process of responding to requests for additional information from IEPA staff in anticipation of the IEPA’s award of loan funding for the project.
June 18, 2021A contingent contract has been awarded. Staff is awaiting review and approval of the IEPA’s award of loan funding for the project.
