Objective

To alleviate drainage issues and increase the quality of stormwater runoff throughout the Village.

Description

This project consists of ditching and construction of stormwater best management practices (BMPs) on South Monterey Avenue between Madison Street and Washington Street. The best management practices will include bio-retention systems, which utilize permeable soil mixtures and native plantings to filter and increase the quality of stormwater runoff.

Justification

The Illinois Green Infrastructure Grant (IGIG) Program will provide funding for approximately 75% of bio-retention system construction costs. A grant application for funding from DuPage County is also pending review.

September 4, 2015Village staff will recommend rejection of all bids. The Village also received a letter from the IEPA indicating that the funds for the project have not yet been re-appropriated and the project is "temporarily" on hold. The project will not be re-bid until grant funds are restored.
July 24, 2015Bid opening was held on July 21, 2015. Received bids exceeded engineer's estimate. Staff is assessing the situation.
July 17, 2015The Village received a letter from the IEPA indicating that the funds for this project have not yet been re-appropriated and the project is "temporarily" on hold. Staff will monitor the situation to see if it is resolved by the time of bid opening.
July 10, 2015An addendum has been issued extending bid deadline to July 21, 2015.
June 26, 2015This project was advertised for bidding on 06/26/2015 with a bid opening of 07/14/2015.
May 29, 2015Operation and Maintenance (O&M) plan has been approved by IEPA. Quarterly report has been submitted and approved by IEPA.
February 6, 2015Staff received comments from IEPA on draft project sign design. Staff is working on addressing those comments. Staff is also working on draft Operations and Maintenance plan for the project.
January 30, 2015Staff submitted a quarterly report for this project this week.
November 14, 2014Staff has received comments from engineering consultant Living Water following their review of draft plans and specifications. Staff is now working to review those comments.

April 4, 2014Staff received notice this week that the Village will receive additional grant funding from DuPage County which will cover most of the local share of project costs. A grant agreement for funding of this project under the Illinois Green Infrastructure Grant (IGIG) Program has been executed by the Village and the Illinois EPA. Staff is working to complete various tasks related to project planning and design.
