Objective

To significantly improve the condition of selected sanitary sewer mains throughout the Village.

Description

The 2019 Sewer Rehabilitation Program consists of the rehabilitation of 30 manholes, 22,000 linear feet of sewer lining with diameter ranging between 8” and 21”, grouting of 100 laterals, installation of 2 T-liners and 1 new service lateral, 4 point repairs, restoration, and other related and incidental work.

Justification

The Village has identified areas of the sewer network that are in need of rehabilitation. The rehabilitation efforts will reduce the inflow and infiltration (I/I) of both stormwater and debris into the sanitary sewer system, thus lessening both the frequency and severity of sewer surcharges and sewer backups. The life of the existing sewer will also be extended.

The manholes, lining, grouting, point repairs, and related work for the 2019 Sewer Rehabilitation Program were financed by the Water Pollution Control Loan Program (WPCLP) State Revolving Fund (SRF). The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency. This project includes areas throughout the Village of Villa Park. Once complete, it will improve water quality for area residents and businesses in Villa Park and the Salt Creek Watershed by reducing the inflow and infiltration (I/I) of both stormwater and debris into the sanitary sewer system, thus lessening both the frequency and severity of sewer surcharges and sewer backup. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: water.

October 30, 2020The Board approved the change order for the completion of these additional point repairs at the October 26, 2020 Village Board meeting.  Staff is coordinating the remaining work with the contactor.
October 23, 2020It has been determined that some of the sewer lining added as a part of Change Order #2 will no longer be sufficient by itself, and that point repairs at three locations will be necessary before that lining can take place. Staff has submitted a change order for the completion of these additional point repairs for consideration at the October 26, 2020 Village Board meeting.
October 9, 2020Some additional point repairs have been identified during the completion of the alternate work. Staff plans to submit a change order for the completion of these additional point repairs for consideration by the Village Board at an upcoming board meeting.
September 11, 2020All work that was a part of the original contract is now complete and documentation is being reviewed. The alternate work that was approved by change order is currently in progress. Staff is working with the construction engineer to finalize the remaining improvements, with a focus on rehabilitation of sewers on North Westmore Avenue. It is anticipated this work being completed by next month.
